The LGBT Health & Development Program

Evaluation Center

The Center for the Evaluation of HIV Prevention Programs in Chicago is a collaborative effort between the IMPACT Program, the Center for Prevention Implementation Methodology (Ce-PIM) at Northwestern University, and the AIDS Foundation of Chicago. The Evaluation Center oversees the evaluation efforts of 20 HIV prevention demonstration projects funded by the Chicago Department of Public Health (CDPH) at 15 sites throughout the city:

Access Community Health Network
Ann & Robert H. Lurie Children’s Hospital of Chicago
Austin Health Center of Cook County
Brothers Health Collective
Chicago Black Gay Men’s Caucus
Chicago Women’s AIDS Project
Haymarket Center
Heartland Human Care Services, Inc.
Howard Brown Health Center
John H. Stroger Jr. Hospital of Cook County
Lester and Rosalie Anixter Center
Making A Daily Effort
Puerto Rican Cultural Center
Ruth M. Rothstein CORE Center
University of Chicago

Demonstration sites are funded under one or more of five categories:

Prevention with Positives

  • High Impact Prevention (HIP) Behavioral Interventions
  • Innovative or Locally Developed Interventions

Prevention with Negatives

  • PrEP Demonstration Projects
  • Comprehensive Services for High-Risk Negatives
  • Behavioral Interventions for High-Risk Negatives

In addition to providing support for site-specific evaluation, the Evaluation Center is conducting an overarching evaluation of all demonstration sites, which includes a network analysis of linkages between sites, simulation modeling of program effectiveness, and analysis of surveillance data to assess impact on HIV incidence over time.

This project represents the first time that CDPH has funded a site to evaluate an array of HIV service and prevention projects in the city. The project launched in January 2015 and will continue until at least December 2016.
